RULE OF
CONVERSE COUNTY SCHOOL DISTRICT #1
Pursuant to W.S. 21-3 NOTICE IS HEREBY GIVEN that the Board of Trustees of Converse County School District #1 (“District”) will consider taking action to adopt of new rules and regulations at a meeting of the Board of Trustees on October 8, 2024 at 7:30 p.m., at the Board Room, 615 Hamilton Street, Douglas, Wyoming, 82633. The proposed rules create a process for the Board of Trustees to approve certain employees of the District to potentially carry concealed firearms while on District property for the purpose of protecting students and staff of the District. The proposed rules are new rules, authorized by W.S. 21-3-132. The proposed rules are posted online at the District’s website ccsd1.org, and are available at the District’s main office at 615 Hamilton Street, Douglas Wyoming, 82633.
The proposed rule establishes a process, requirements and conditions for employees to apply to the Board of Trustees for approval to conceal carry firearms at school. The proposed rules require employees who wish to carry a concealed firearm at school to, among other things, submit an application to the Board of Trustees and obtain approval from the Board; possess a valid conceal-carry permit issued by the State of Wyoming; undergo a psychological suitability examination; and undergo firearms training and annual re-training. The proposed rules also outline the cost responsibilities for the employee and the School District. The principal reason and purpose for the proposed rules is to allow certain trained and approved armed staff to protect and save students and staff of the District from armed persons who attempt to injure or kill the staff or students at a school.
The proposed rules established by the Board exceed the minimum substantive state statutory requirements. The proposed rules exceed the statutory number of hours of required training for personnel who carry firearms, and impose additional requirements on applicants, including a psychological suitability exam. The rules exceed the minimum statutory requirements because the District wants to ensure that persons authorized to carry a concealed firearm on District property has received sufficient training, and has the skills and understanding to perform their role as safely as possible.
The District has complied with W.S. 9-5-304, and determined that there are no constitutional implications as described by that law. Interested persons may obtain a copy of the assessment of the proposed rule pursuant to W.S. 9-5-304 at 615 Hamilton Street, Douglas, Wyoming 82633.
Interested parties may attend the meetings of the Board of Trustees of the District occurring at 7:20 o’clock p.m. on the 10th day of September 2024 or the 8th day of October, at the Board Room, at 615 Hamilton Street, Douglas, Wyoming, 82633, and present their views, comments, objections or requested changes to the proposed rules. The District will also receive public comments on the proposed rules on August 28th, 2024 and September 25th, 2024 at 7:00 o’clock p.m. All interested persons may, in addition, submit data, views or objections orally or in writing to the District at the above meetings, or in writing at
